On Tuesday, February 17, 2026, the Salisbury City Council selected DreamKey Partners and Self-Help Ventures as their preferred development team for the phased redevelopment of the publicly owned Kesler Mill site.
The city received eight responses to its “Solicitation for Development Partner Proposals” in April 2025 for the redevelopment of the Kesler Mill site. Proposals were received from the following development groups:

DFI and the city conducted due diligence on the proposals received, including a review of the feasibility of the proposed development plans, requesting clarifying information from the development teams, checking references, and conducting interviews. The city selected DreamKey Partners and Self Help Ventures based on their:

Experience working in North Carolina and within the neighborhood context

Concept plan that was most reflective of market costs, and

Their willingness to explore the timing of public investments
The city and its preferred development partners will move forward with a negotiation period that will include the execution of a Memorandum of Understanding (MOU), community engagement, and the execution of a Development Agreement (DA).
