CITY MANAGER

Jim Greene Jr. 

Jim Greene Jr., a native of Lenoir, N.C., serves as Salisbury’s chief administrative officer, working directly with City Council on the affairs and needs of the city. He leads more than 400 full and part-time employees, and direct development, preparation and the presentation of the city’s annual budget. He also works closely with other local, state and federal governmental agencies to coordinate initiatives involved in providing cost-effective services to Salisbury residents, business owners and visitors.

Most recently, Greene served as an assistant city manager at the City of Raleigh, where he gained experience supervising Raleigh’s economic development, planning, development services, convention and performing arts centers, environmental sustainability, utilities and engineering services departments.

Greene also held management and budget positions with the City of Concord, City of Rock Hill, S.C., the City of Las Vegas, Nev., and the Government Finance Officers Association in Chicago.

He holds both a bachelor’s and master’s degree from UNC-Chapel Hill, and is a graduate of the University of Virginia’s Senior Executive Institute and International City/County Manager’s Association (ICMA) Gettysburg Leadership Institute.

City Clerk's Office

The City Clerk's Office provides services that connect citizens to their government and maintains a recorded history of government actions. These services include City Council assistance, records management and research, boards and commissions, Citizen's Academy and customer service to both internal and external customers.

The City Clerk's office maintains and preserves the permanent and legal records of the City, which includes all minutes and agendas of Council meetings, ordinances, resolutions, contracts and all other documents required by law. All records are maintained in accordance with the requirements of the Municipal Records Retention and Disposition Schedule maintained by the North Carolina Department of Cultural Resources, Division of Archives and History. The City Clerk also coordinates and maintains appointments to the City’s Boards and Commission​s.
