As the Land and Development Services Director, Lookadoo will direct the review, approval, and permitting of private development and annexation applications, including major and minor site plans for residential and commercial development. Also included in his duties are the administration, interpretation, and enforcement of land development ordinances, as well as preparing ordinances and legislation for land use and zoning matters. He will collaborate with City Council, the development community, and city staff on strategies to manage growth effectively.
Lookadoo has served in numerous positions with extensive planning, growth and development experience. He served as director of development and design services for six years for the city of Morganton, N.C. In Morganton, he led the operations of several areas including zoning, building inspections, engineering and planning. In addition, he planned, coordinated and managed many interdepartmental projects including economic development initiatives. Before joining Morganton, Lookadoo served 12 years with the county and city of Florence, S.C. where he led the departments of planning, research and development.
Lookadoo holds an American Institute of Certified Planning (AICP) designation and a Certified Floodplain Manager (CFM) credential. He received a bachelor’s degree from UNC Charlotte and a Master of Public Administration from the University of Nebraska at Omaha.

As Senior Planner, Victoria manages the development review process for legislative development proposals. In this capacity, she prepares ordinances and legislation for land use and zoning matters by creating maps and summaries to communicate findings. Victoria coordinates and facilitates neighborhood and community meetings regarding land use planning; assists with developing goals and objectives for neighborhood plans.
Prior to joining the City of Salisbury in April 2022, Victoria worked for the Town of Pittsboro Planning Department for 5 years, and worked for 1 year at the Winston-Salem DOT. She earned a Bachelor’s in History from North Carolina State University, and a Graduate degree in Applied Geography from University of North Carolina at Greensboro. Victoria enjoys NCSU football in her spare time.

As Senior Development Services Specialist, Jessica is the primary point person for all residential zoning review, commercial minor site plan review, interior renovations, and sign plan review. She is the direct supervisor to the Development & Code Services Technician and is responsible for ensuring front office operations, supplies, and workflow. She serves as staff liaison to the Alternate Methods of Design Commission.
Jessica has been with the City in various roles since May, 2007. Her experience includes meter services and wastewater operator with Salisbury-Rowan Utilities. She is a Certified Zoning Official, and holds certifications in Grade 1 Wastewater Operator and Grade B Water Distribution Operator. Jessica earned a Bachelor’s of Science in Business Administration from the University of North Carolina at Charlotte, majoring in Industrial and Operations Management.

As Development Services Specialist, Jennifer’s responsibilities include project intake, new water and sewer fees, and fielding code enforcement calls. She also ensures smooth front office operations and workflow.
Prior to joining the City in July, 2022, Jennifer worked for the Rowan County Building Inspection Department for over 9 years. A Salisbury native, she enjoys reading, attending plays at the Meroney and Lee Street Theaters, traveling, cruises, and spending time with her and her husband Scott’s family of two cats.
