Below you will find a listing of providers that assist with utilities in emergency situations. Most agencies follow a guided intake process with required documentation of need and residency. Rent and Utility Assistance
LIHWAP – Emergency Funding for Water Bill Assistance
The State of North Carolina has created the Low Income Household Water Assistance Program (LIHWAP). This is a federally-funded program that provides emergency assistance to low-income households, particularly those with the lowest incomes that pay a high proportion of household income for drinking water and wastewater services.
If interested in applying for these funds, please contact Rowan County Department of Social Services at (704) 216-8330, between the hours of 8am and 5pm, Monday- Friday and ask for the water assistance program. These funds are limited and Social Services is responsible for approval decisions.

Rowan Helping Ministries Crisis Assistance Network
Offers help with utilities, rent, and some medication. Also offers health and behavioral health care through Cabarrus Rowan Community Health Center.

The City of Salisbury recognizes citizens face financial hardships. Payment plans facilitate the repayment of past due balances while alleviating financial stressors for customers.

Offers financial help with utility bills for heating or cooling emergencies. Other help may be available for rent and medication payment assistance, based on circumstances. Limited funds available.

Offers services and support for people with low income who need help because of Coronavirus. Offers financial help with rent, utilities, legal fees, and more.

Housing Opportunities and Prevention of Evictions Program
Offered through the state of North Carolina, the Housing Opportunities and Prevention of Evictions Program (HOPE) provides rent and utility assistance to low-income renters that are experiencing financial hardship due to the economic impacts of COVID-19. The program helps prevent evictions and utility disconnections to promote housing stability during the ongoing COVID-19 pandemic.

Emergency Shelter
Family Crisis Council
Family Crisis Council provides temporary emergency shelter to victims of domestic violence and sexual assault and their children for roughly 30 days.

Foreclosure Prevention
Salisbury Community Development Corporation
Administered through the Salisbury Community Development Corporation, a HUD certified Housing Counseling agency, the Foreclosure Prevention program is funded through CARES Act funding. A Housing Counselor works with homeowners to overcome hardships resulting from the COVID-19 pandemic. Mortgage payment assistance, as well as counseling services are offered to those who qualify.
