2019 Analysis of Impediments to Fair Housing

The Analysis of Impediments to Fair Housing Choice Report was prepared to satisfy the requirements of the Housing and Community Development Act of 1974. The Report must be completed every five (5) years by Grantees that receive federal funding from the U.S. Department of Housing and Urban Development (HUD).

The Report requires communities to analyze a series of fair housing issues and identify any impediments to fair housing choice. This Report outlines the impediments to fair housing choice and recommends steps to address and overcome the impacts of the identified impediments.

FY 2020-2024 Consolidation Plan

The Consolidated Plan is a five-year plan intended to assess affordable housing and community development needs, and to establish a framework for federal spending.

All projects and initiatives funded by the department of Housing and Urban Development (HUD) through the Community Development Block Grant Program or the HOME program must tie back to the goals and priorities outlined in this plan.

2019 Affordable Housing Market Study

In 2019 the Institute for Building Technology and Safety prepared this report to analyze the current housing market, examine trends in housing economic opportunities, identify shortcomings in affordable housing and provide recommendations.

CDBG Program

The primary objective of the CDBG Program is to increase the supply of decent, safe, sanitary and affordable housing within the City’s communities and to support the programs that are designed to assist low- and moderate-income families and individuals while stimulating and fostering economic growth.

The CDBG funds are received from the US Department of Housing and Urban Development (HUD). CDBG funds are used for a wide range of activities, including housing rehabilitation, public improvements, and public services. The funds must be used to support at least one of the City’s seven goals adopted in the FY 20-24 Consolidated Plan:

  • Increase Supply of Decent Affordable Housing
  • Improve Public Facilities and Infrastructure
  • Provide Opportunities for Homeownership
  • Promote Business Growth and a Robust Workforce
  • Assist Public Service Agencies Serving Community Needs
  • Affirmatively Further Fair Housing
  • Effectively Plan and Administer Community Development Programs

Every year the City creates an Action Plan and Budget to outline how the funds will be used. In Program Year 2024 (July 2024 to June 2025), the City will receive approximately $335,000 in CDBG, and will use them to support owner occupied rehabilitation, support for public service agencies, a loan to support the development of affordable housing units, and Fair Housing education.

Applications for CDBG Public Service Grants are now open through Monday, October 14, 2024.

Eligible non-profit organizations whose work benefits individuals and families in Salisbury that are low-moderate income are encouraged to apply for assistance through the Community Development Block Grant (CDBG) Public Service Grants. The overall budget is limited to $50,000 for 2024, so unfortunately, not all applications submitted will receive funding. The average grant award will range from $5,000 to $10,000, and funds must be used by June 15, 2024.

Applications that align with the results of the CDBG community needs survey will be given priority. Top needs identified in the survey included: services for the homeless, crime prevention/public safety, health services, and educational programs. Programs benefitting teenagers and older adults will also be given additional consideration.

HOME Program

The Cabarrus/Iredell/Rowan HOME Consortium was formed in 2005 for the purpose of cooperatively providing safe, decent and affordable housing to low- and moderate- income citizens living within eight (8) adjacent local governments, which includes the City of Concord, Cabarrus County, Iredell County, the City of Kannapolis, the Town of Mooresville, the City of Salisbury, the City of Statesville, and Rowan County.

There also are three (3) community housing development organizations (CHDOs) that are part of the Consortium. The City of Concord is the Lead Entity of the Cabarrus/Iredell/Rowan HOME Consortium and is authorized to request, submit, and receive HOME funds for the Consortium directly from the U.S. Department of Housing and Urban Development (HUD).

Eligible activities include the construction of affordable single-family and rental housing, property acquisition, the purchase/rehab/resale of affordable housing and down payment assistance for low- and moderate-income, first-time homebuyers. In FY 20-21, the City of Salisbury received $124,000 in HOME funds and is using it to fund new construction of affordable homes and downpayment assistance for qualified first-time homebuyers.

Consolidated Annual Performance and Evaluation Report (CAPER)

Each year the City of Salisbury prepares a Consolidated Annual Performance and Evaluation Report (CAPER) for the CDBG Program. This report provides a wealth of detailed information on all the programs supported with these funds during the year. Please take a moment to look at this report and see how the federal funds are being used locally to implement a variety of affordable housing and other community development initiatives.

The Program Year 2023 Consolidated Assessment & Performance Evaluation Report (CAPER) is now available for public review until September 16, 2024.

This report describes investments in community & neighborhood development projects and related efforts that were accomplished between July 2023 to June 2024 toward achieving the objectives described in Salisbury’s 2020-2024 Consolidated Plan & the 2023 Annual Action Plan.

The report is presented in a format that is prescribed by the US Department of Housing and Urban Development. Commissions and Committees
