The Land and Development Services Department coordinates the review, approval, and permit issuance of all development-related permitting for properties within the City of Salisbury and extraterritorial jurisdiction. Almost all development activity must receive a city Zoning Permit before obtaining a Building Permit from the county. The Rowan County Building Inspections department coordinates NC State Building Code permits, which may include plumbing, mechanical, electrical, and structural review. They can be reached by calling (704) 216-8619 or by emailing BuildingInspections@rowancountync.gov

Pre-Application Process

There is a structured timeline for all pre-application meetings. Please reference the procedures outlined below as well as the provisions provided in the Land Development Ordinance.

Pre-application meetings are required per the Land Development Ordinance Chapter 15 prior to formal development submittal and prior to moving forward in the legislative review process. Upon meeting the submittal deadline, the preapplication meetings will be held on the 2nd Thursday of each month at 9:00 a.m. Please take notice that these meetings are held via Zoom. The following schedule shows the deadline dates for submittals and meeting schedule for 2026.

Technical Review Committee Schedule

The Technical Review Committee for the City of Salisbury will hold regular meetings on the 3rd Thursday of each month at 9:00 a.m. Please take notice that these meetings are held via Zoom. Call (704) 638-5208 or email 1stop@salisburync.gov for more information. Plans should be submitted through the Citizen Self-Service portal (www.salisburync.gov/energov). Any plan not submitted to the portal by the deadline will be pushed to the next month's meeting. The following schedule shows the deadline dates for submittals and the meeting dates for 2026.

Supplemental Forms

The following forms are required supplemental attachments for certain applications on the Citizen Self-Service Portal:

	Certificate of Registration Supplemental Form	The Certificate of Registration form should be completed and uploaded with the Certificate of Registration application on the Citizen Self Service Portal.
	Construction Drawing Checklist	Fillable checklist that must be completed by the engineer and submitted with the plans for any Construction Drawing review.
	Floodplain Development Permit	The Floodplain Development Permit form should be completed and uploaded with the Floodplain Development Permit application on the Citizen Self Service Portal.
	Master Plan Checklist	Fillable checklist that must be completed by the engineer and submitted with the plans for any TRC review.
	Pre-Application Checklist	Fillable checklist that must be completed and submitted with the plans for a Pre-Application review.
	Rezoning "How To" Packet	All the requirements, procedures and supplemental documents for rezoning.
	Single Family Residential Erosion Control Agreement	The City of Salisbury Stormwater Ordinance requires that anyone conducting land-disturbing activity control sediment and provide adequate measures to retain sediment at the disturbed site.
	Stormwater Management Permit	The Stormwater Management Permit should be completed and uploaded to the Citizen Self Service Portal to accompany any application for any development, project, or site that will cumulatively disturb greater than 1 acre.

Special Event Permits

The Salisbury Fire Department is tasked with the review and approval of permits that are asking to close certain public-owned property for public events.

Taxi Permits

The Salisbury Police Department is tasked with the review and approval of permits for taxi operators and taxi franchises operating with the City of Salisbury limits. Taxi operators must renew their permit every year.

	Title	Description
	Taxicab Franchise Application	The following are required in order to complete a franchise application: 1. Completed Taxi Cab Franchise Application Part A. 2. Completed Taxi Cab Franchise Application Part B. 3. A Notarized Authorization to Release Information Affidavit.
	Taxicab Franchise Information Release	A notarized release information affidavit is required as part of the franchise application process.
	Taxicab Franchise Notarization	A notarized authorization of the release information affidavit is required as part of the franchise application process.
	Taxicab Operator Application	The following are required in order to complete an operator application: 1. Completed Taxi Cab Operators Application. 2. The results of a physical examination by a licensed physician. 3. A letter from the Taxi Cab Service for which you will be operating
	Taxicab Operator Renewal	Taxicab Operators must renew their permit with the City of Salisbury every year.
