Human Resources provides a centralized source of support and assistance by providing general personnel administration, recruitment and selection, training and development, health and wellness, employee relations, compensation and benefits administration, and a city-wide customer service program. Human Resources is also responsible for providing risk management services for the municipality. These services include safety, liability insurance management, worker’s compensation, OSHA compliance, and third party claims against the City. Human Resources also implements goals and special projects as assigned by the City Manager and City Council.


The City is the seventh largest employer in Salisbury. Open positions become available throughout the year and include full-time, part-time and seasonal work.

2020 Census Still Going

Due to COVID-19, the 2020 Census response deadline has been extended to late October. Salisbury residents are still asked to respond as soon as possible via the Census website at

Data received from the Census affects communities for 10 years. With $675 billion federal dollars at stake for things like schools, road construction, hospitals, workforce initiatives and substance abuse programs, Rowan County still has a long way to go to ensure it secures its fair share.

Risk Management

Risk Management is responsible for the oversight and protection of all City assets through the purchase of insurance, contractual risk transfer, program and operational analysis, mitigation of insured losses, safety and loss prevention and related programs and policy development.

Risk Management oversees the pursuit of insurance recoveries for damages caused to City property and vehicles by third parties. Employee safety and compliance with federal and state mandated safety regulations are managed and monitored though development of standards and training required under the Occupational Safety and Health Act.
