The City’s Pretreatment Program is a State and EPA mandated program. The Pretreatment Program is designed to protect the sewer
collection system, wastewater treatment plants and their receiving streams, as well as SRU employees. The Program’s authority and all pretreatment requirements can be found in the City of Salisbury’s Sewer Use Ordinance (SUO).
Industries that are connected to the sanitary sewer and discharge process wastewater may be required to have an industrial discharge permit based on the criteria for Significant Industrial Users as outlined in Chapter 25-1 of the Code of the City of Salisbury, their SIC code, federal categorical standards, as well as the volume and/or concentration of wastewater discharged to the sanitary sewer.
Industries that are permitted are given permit limits based on state, federal, and local limits found in the SUO as well as allocation tables prepared for each wastewater treatment plant. The Pretreatment Program currently has eight (8) Significant Industrial Users permitted and two (2) local industries permitted. All requirements of the City’s Pretreatment Program are implemented by the Pretreatment Program Coordinator and Regulatory Compliance Technician.
