What is Open Government?

The City of Salisbury welcomes you to its open government webpage. This page is an example of our commitment to open government and transparency. This is a one-stop location for our residents to find public documents pursuant to N.C. General Statute 132.1.

Frequently Requested Public Records

NC Public Records Law

132-1. "Public records" defined.

  1. (a) "Public record" or "public records" shall mean all documents, papers, letters, maps, books, photographs, films, sound recordings, magnetic or other tapes, electronic data-processing records, artifacts, or other documentary material, regardless of physical form or characteristics, made or received pursuant to law or ordinance in connection with the transaction of public business by any agency of North Carolina government or its subdivisions. Agency of North Carolina government or its subdivisions shall mean and include every public office, public officer or official (State or local, elected or appointed), institution, board, commission, bureau, council, department, authority or other unit of government of the State or of any county, unit, special district or other political subdivision of government.
  2. The public records and public information compiled by the agencies of North Carolina government or its subdivisions are the property of the people. Therefore, it is the policy of this State that the people may obtain copies of their public records and public information free or at minimal cost unless otherwise specifically provided by law. As used herein, "minimal cost" shall mean the actual cost of reproducing the public record or public information. (1935, c. 265, s. 1; 1975, c. 787, s. 1; 1995, c. 388, s. 1.)

Birth and Death Certificates

Copies of birth and death certificates that occurred in Rowan County may be obtained from the Rowan County Register of Deeds in person at 402 N. Main Street, via U.S. Mail at P.O. Box 2568, Salisbury, NC  28145 or via online. For more information, contact the Rowan County Register of Deeds.

Court Records

Use the State of North Carolina Courts records request page to identify what type of records you are seeking or view the Rowan County Court webpage for information specific to Rowan County. Or call (704) 797-3001.

Divorce Decrees

Divorce decree copies may be requested from the Rowan County Courts. Or call (704) 797-3001.

Marriage Records

Marriage licenses can be requested through the Rowan County Courts.

Rowan County Records

Rowan County has published a list of Commonly Requested Records from various departments. This is a good starting place when searching for County records.

Fire Reports

Summary of fire incident by Salisbury Fire Department. Reports may be requested directly to kboli@salisburync.gov.

Police Reports

Summaries of public Salisbury Police Department police reports may be viewed by day on the department's P2C website. Residents may also leave anonymous tips and view arrest and crash reports on the website.
