- Call or email the City of Salisbury One Stop Shop at (704) 638-5208 or devserv@salisburync.gov. to confirm setbacks, allowable uses, and other Land Development Ordinance requirements
- Check to see if you are in a Local Historic District. Certificates of Appropriateness are required for exterior modifications.

Do I qualify for housing rehabilitation programs?
To determine if you qualify for the Single Family Owner Occupied Rehabilitation Program or the Park Avenue Housing Rehabilitation Assistance Program, contact Nicky Brown at the Salisbury Community Development Corporation. The Salisbury CDC not only administers programs for the City of Salisbury, but seeks additional resources through the North Carolina Housing Finance Agency, Rowan County, and other agencies.

Single Family Owner Occupied Rehabilitation Program
The Single Family Owner Occupied Rehabilitation Program provides funds to assist with the rehabilitation of moderately deteriorated homes which are owned and occupied by low-income households. The homes must be located within the City of Salisbury municipal limits. Homes selected for rehabilitation must meet SFR program standards at the completion of all repairs, including minimum housing standards and free from code violations. Salisbury Community Development Corporation, Inc. (CDC) has been selected to administer the program for the City of Salisbury. Funding for the program is limited on an annual basis.

Park Avenue Housing Rehabilitation Assistance Program
The Housing Rehabilitation Assistance Program was piloted in 2018 in the West End Neighborhood, and is now available to homeowners and landlords in the Park Avenue neighborhood. Through this program, eligible property owners may qualify for financial assistance for exterior repairs and improvements, such as painting, roofing, porches, foundations, doors and windows, minor landscaping, and similar improvements. Salisbury Community Development Corporation, Inc. (CDC) has been selected to administer the program for the City of Salisbury. Funding for the program is limited on an annual basis.

Rehabilitation Grants in Local Historic District
The Historic Preservation Incentive (HPI) Grant Program provides matching grants, up to $2,500, on a competitive basis for exterior projects on owner-occupied homes in Salisbury’s four residential local historic districts: Ellis Street Graded School, Brooklyn South Square, North Main, and West Square. Low/moderate income homeowners may be eligible for a larger award.
