Draft plans available for public review for the Community Development Block Grant program (CDBG) and the HOME Investment Partnerships program (HOME) until May 6, 2025.
The City of Salisbury receives federal grants annually under two programs: The Community Development Block Grant Program (CDBG) and the HOME Investment Partnerships Program (HOME). Together, these programs invest approximately $500,000 a year into low- and moderate-income communities in Salisbury to provide affordable housing, economic opportunities, and a suitable living environment.
Every five years, the City of Salisbury prepares a “Consolidated Strategic Housing and Community Development Plan”. The purpose of the plan is to examine the needs and priorities for housing and community development activities for the next five years and establish the strategies to be pursued and performance targets to be achieved through federal CDBG and HOME funded activities.
Contingency Provision: 2025 Action Plan proposed activities are based on estimated budgets. HUD has not issued official formula funding allocations. Therefore, in the event the overall budget is substantially increased or decreased from estimated funding levels, the following rules will be applied: 15% of allocation will be dedicated to public service grants, 20% will be dedicated to administration, a $100,000 will be dedicated to fulfilling commitment to the Ford Motor City Lofts (affordable rental housing), and the remainder will be dedicated to owner occupied rehabilitation.

In addition, an amendment to the 2020 CDBG Action plan is proposed. The amendment would reallocate $60,000 of CDBG-CV funds from the Small Business Assistance project to Homeless Prevention Coordination.
