The City of Salisbury is working with our community to create a new Comprehensive
Plan for a stronger and smarter future. Forward 2040 will establish a high-level
policy framework to guide planning priorities and decisions over the next 20 years
related to land use, future growth, physical development, and capital improvements.
Importantly, the plan will flow from the People’s vision of how we should work
together, grow wisely, and live out our fundamental values.
Forward 2040 will be used by elected and appointed officials, city staff, developers,
business owners, and citizens to make decisions about the evolution of our city over
time. The plan will provide long-range policy direction for land use, transportation,
housing, infrastructure, environmental protection, public utilities, and other areas.
The plan will examine new data, trends, and challenges impacting our quality of life
and future prospects, integrating new and emerging best practices into the City’s
decision-making framework to ensure shared prosperity.
Who decides how a city will grow, what form it will take, and how it will function?
You do. To make sure this plan meaningfully reflects the vision and priorities of all
members of our community, we are offering many different ways you can get
involved. And we are designing our engagement strategy to reach the broadest
possible audience, including lower-income households, communities of color, and
other historically underrepresented groups who may not have had a seat at the table
in the past.
