CDBG Program

The primary objective of the CDBG Program is to increase the supply of decent, safe, sanitary and affordable housing within the City’s communities and to support the programs that are designed to assist low- and moderate-income families and individuals while stimulating and fostering economic growth.

The CDBG funds are received from the US Department of Housing and Urban Development (HUD). CDBG funds are used for a wide range of activities, including housing rehabilitation, public improvements, and public services. The funds must be used to support at least one of the City’s seven goals adopted in the FY 20-24 Consolidated Plan:

  • Increase Supply of Decent Affordable Housing
  • Improve Public Facilities and Infrastructure
  • Provide Opportunities for Homeownership
  • Promote Business Growth and a Robust Workforce
  • Assist Public Service Agencies Serving Community Needs
  • Affirmatively Further Fair Housing
  • Effectively Plan and Administer Community Development Programs

Every year the City is required to create an Action Plan and Budget to outline how the funds will be used. In FY 2021-22 the City received $287,000 in CDBG. Funds were designated for the following projects: Owner Occupied Rehabilitation, sidewalk construction, debt service payment on the Park Avenue Center, and support of public service agencies.

2024 Annual Action Planning

The City of Salisbury is kicking off the Annual Action Plan and Budget for the use of federal Community Development Block Grant funding. We anticipate receiving approximately $305,000 program dollars from the United States Department of Housing and Urban Development (HUD). The funding is set aside for housing, neighborhood improvements and public service funding to benefit low and moderate-income persons and help revitalize neighborhoods.

Past examples have included owner occupied rehabilitation projects, sidewalk construction, and support for non-profit agencies who provide vital services for the community.

There are several ways to share your ideas:

  • Speak at the public hearing that is scheduled for Tuesday, February 20, 2024 at 6:00 p.m. in the City Council Chambers, 217 South Main Street, Salisbury, NC 28144. Speakers are given 3 minutes to address the City Council to share their ideas.
  • Review the draft plan online or in person between March 19 and April 19.
  • Attend an informal community meeting that is scheduled for April 1, 2024 at 5:30 p.m. in the City Council Chambers, 217 South Main Street, Salisbury, NC, 28144

Action Plan Amendments

The 30-day public comment period is open for the following proposed amendments to previous CDBG Annual Action Plans. Submit comments to Hannah.Jacobson@salisburync.gov prior to March 11, 2024.

FY 2020-21 Annual Action Plan Amendment #2: This amendment proposes to reallocate $60,000 of CDBG-CV funds from the Small Business Assistance program to Homeless Prevention Coordination. The City of Salisbury has allocated general funds resources to small business assistance, while the need for street outreach to the unsheltered population has continued to grow since the COVID-19 pandemic.

2020-21 Annual Action Plan Amendment #2 (PDF)

PY 2023 Annual Action Plan Amendment #1: This amendments proposes to reallocate $45,000 of prior year unspent funding to complete an extension of the Memorial Park Greenway to Best Street.
