CDBG Program

The primary objective of the CDBG Program is to increase the supply of decent, safe, sanitary and affordable housing within the City’s communities and to support the programs that are designed to assist low- and moderate-income families and individuals while stimulating and fostering economic growth.

The CDBG funds are received from the US Department of Housing and Urban Development (HUD). CDBG funds are used for a wide range of activities, including housing rehabilitation, public improvements, and public services. The funds must be used to support at least one of the City’s four goals adopted in the FY 25-29 Consolidated Plan:

  • Create and preserve decent, affordable housing: Create a suitable, decent living environment that is safe, affordable, sustainable for low to moderate income residents through such programs as, but not limited to owner occupied rehabilitation, public private partnerships, or new construction.
  • Strengthen neighborhoods: Undertake measures to improve neighborhoods, including infrastructure products such as streets, sidewalks, trails, and other public facilities. This may include code enforcement actions to address vacant, dilapidated housing.
  • Provide assistance to public service agencies: Partner with public service non-profits that assist in meeting specific needs of low-and moderate-income individuals and families.
  • Effectively plan and administer programs: Implement a well-managed community development program with effective progress toward five-year goals.

Every year the City creates an Action Plan and Budget to outline how the funds will be used. In Program Year 2026 (July 2026 to June 2027), the City anticipates receiving approximately $958,000 in CDBG and HOME funding, and will use them to support emergency housing repairs, support for public service agencies, and the improvement of public facilities. Contingency Provision: 2026 CDBG Action Plan proposed activities are based on estimated budgets. HUD has not issued official formula funding allocations. Therefore, in the event the overall budget is substantially increased or decreased from estimated funding levels, the following rules will be applied: 15% of the allocated will be dedicated to public service grants, 20% will be dedicated to planning and administration, $50,000 will be dedicated to a public facilities project, and the remainder will be dedicated to urgent/emergency repairs.
