Salisbury Police were notified at 1112 this morning of a possible gunshot victim lying in the middle of the 300 block of Ackert Ave. Patrol officers responded to the area and found Quavist Diwaun Phillips, (B/M 10/06/1996) deceased in the roadway. Salisbury Police Criminal Investigations Division along with the NCSBI responded to the scene. Detectives were able to develop a suspect in the case based on witness statements. The family of the suspect contacted and brought the suspect to Rowan County Sheriff Kevin Auten who turned her over to the Salisbury Police Department CID for questioning. After questioning the suspect, detectives were able to charge Doreen Tamara Richardson, (B/F 05/17/1994) with 1st degree murder. She was placed in the Rowan County Jail under no bond. No other information will be released at this time.
