CITY OF SALISBURY
DECLARATION OF STATE OF EMERGENCY
WHEREAS, the City of Salisbury is under imminent threat from a second winter storm within the last week, which is expected to significantly impact the City of Salisbury, especially given the lingering effects of the previous winter storm; and
WHEREAS, on January 25, 2026, I, as Mayor of the City of Salisbury, declared a State of Emergency within the corporate limits of the City of Salisbury based on the expected and actual impacts of the first winter storm; and
WHEREAS, the conditions giving rise to the prior State of Emergency continue, and City of Salisbury staff, along with emergency management officials from Rowan County and other municipalities, continue to address the impacts from the prior winter storm; and
WHEREAS, as a result of the lingering effects of the prior winter storm and the expected effects of the above-described second winter storm, I have determined that there continue to be conditions that have caused or may cause widespread or severe damage, injury, or loss of life or property an imminent threat of, and that those conditions are expected to remain or worsen as a result of the second winter storm; and
WHEREAS, Rowan County continues to operated under its previously-declared a state of emergency; and
WHEREAS, the City of Salisbury is located within Rowan County.
NOW, THEREFORE, pursuant to the authority vested in me as the Mayor of the City of Salisbury, under Article 1A of Chapter 166A of the North Carolina General Statutes and Chapter 15-62 of the City of Salisbury Code of Ordinances:
Section 1. Pursuant to G.S. 166A-19.22(b)(2), the state of emergency declaration previously issued by Rowan County remains in effect and shall continue to apply within the corporate limits of the City of Salisbury.
Section 2. Emergency restrictions and prohibitions imposed pursuant to Rowan County’s existing state of emergency declaration shall apply with the City of Salisbury unless otherwise declared by an authorized municipal official on behalf of the City of Salisbury.
Section 3. This Declaration shall be in effect beginning January 29, 2026, when the Governor of the State of North Carolina issued a Declaration of a State of Emergency, Executive Order No. 32 (the “Executive Order”), and shall remain in effect until rescinded. The descriptions of the anticipated impacts of this second winter storm contained in the Executive Order are incorporated by reference in this Declaration.
Section 4. This Declaration is in addition to the previous Declaration and both shall remain in effect until rescinded.
