City Manager's Office

The City Manager serves as the chief executive officer for the City. The Manager is appointed by the City Council and is responsible for the day-to-day operations of the City and implementation of the goals established by City Council.


W. Lane Bailey

W. Lane Bailey was appointed City Manager of the City of Salisbury February 18, 2015. He is an established manager with 25 years of local government experience having served seven years as a County Manager and over 14 years as a municipal manager.

Mr. Bailey holds a bachelor's degree in political science and a master’s degree in public administration from Appalachian State University. He is a member of the International City County Management Association, and a member and past president of the North Carolina City County Management Association. He was named the NC Society of Certified Managers Public Manager of the Year in 2009.

City Clerk's Office

The City Clerk's Office provides services that connect citizens to their government and maintains a recorded history of government actions. These services include City Council assistance, records management and research, boards and commissions, Citizen's Academy and customer service to both internal and external customers.

The City Clerk's office maintains and preserves the permanent and legal records of the City, which includes all minutes and agendas of Council meetings, ordinances, resolutions, contracts and all other documents required by law. All records are maintained in accordance with the requirements of the Municipal Records Retention and Disposition Schedule maintained by the North Carolina Department of Cultural Resources, Division of Archives and History. The City Clerk also coordinates and maintains appointments to the City’s Boards and Commission​s.

Support for City Council

The City Clerk's Office provides support to the City Council by managing their processes and helping with meetings.


All meetings of City Council are open to the public, and convene at City Hall on the first and third Tuesdays of the month.

Employee Spotlight: Atalie Bare, Senior Administrative Specialist

This month’s employee spotlight is Atalie Bare, a Senior Administrative Specialist for the City of Salisbury. In this role, she works as a part of the administration team in the clerk and mayor’s office. Atalie performs administrative duties and serves as a liaison between departments and the public daily. Prior to joining the administration team, she worked as a Customer Service Representative at the Salisbury Customer Service Center.

The Municipal Code constitutes a complete recodification of the general and permanent ordinances of the City of Salisbury, North Carolina. This online document has chapters that have been conveniently arranged in alphabetical order and the various sections within each chapter have been catchlined to facilitate usage. A table listing the state law citations and setting forth their location within the Code is included at the back of the Code.

Community Action Planning

In order to reach our shared community goals, the City of Salisbury implemented the Community Action Planning program. Over 20 stakeholders were asked to assist in goal development and identified the following four areas of focus to move Salisbury forward:

Public Safety: Safer neighborhoods and healthier communities

Opportunities for Children and Youth: Increased high school graduation rate

Improved Community Relations: With the City and Law Enforcement

Workforce Development: Improved employment opportunities

Residents and community stakeholders are encouraged to continue to be part of the ongoing process, sign up to be on an action team and attend future sessions.
