The Community Engagement Department is responsible for developing and implementing programs that foster a thriving community and organizational environment, actively engages employees and the public, builds strong relationships internally and externally, and manages City communications and media functions while aligning these efforts with the City’s overall mission, values and Strategic Plan. With a focus on community, connections, outreach, employee engagement and workplace strategies, the department responsibilities include:


  • Effectively communicate City information to employees, the public and the media

  • Lead the development, marketing and implementation of community initiatives

  • Strengthen employee engagement

  • Manage, promote, and safeguard the City’s brand

  • Serve as liaisons to support the Human Relations Commission

  • Advise and assist departments with messaging

  • Monitor policies and practices to ensure organizational consistency, efficiency and fairness

In compliance with Governor Roy Cooper’s Executive Order No. 124, The City of Salisbury has made the following changes to residential water & sewer accounts. Salisbury City Council previously voted to suspend utility disconnections back in March in light of the COVID-19 pandemic.

Vickie Eddleman has been employed with the city since 1999, starting as a traffic signal technician. In her current role as the traffic engineering coordinator, Vickie provides technical support for the traffic signal technicians, monitors the traffic signal system ensuring compliance with NCDOT, and handles citizens questions and concerns relating to traffic and pedestrian safety concerns, traffic signals and intersection or thru streets inquiries.

Lt. Lee Walker has been named the public information officer (PIO) for the Salisbury Police Department (SPD), following the recent retirement of Lt. Greg Beam. Walker has been with the Salisbury Police Department since 2002.

Walker’s law enforcement career spans 25 years, beginning with the Appalachian State University Police Department. His previous positions with Salisbury include supervision of the patrol division, training supervisor, and patrol watch commander. In addition to his duties as PIO, he will serve as commander of criminal investigations.
