The Planning and Neighborhood department seeks to improve the quality of life of all citizens, including lower-income individuals and families living in Salisbury’s most distressed neighborhoods. We facilitate the stabilization and revitalization of these areas by increasing the supply and condition of affordable housing, developing long-range economic development and reinvestment strategies targeted to these areas, encouraging new infrastructure construction, and supporting public service providers like Rowan Helping Ministries, the Family Crisis Council, and the Salisbury Community Development Corporation.

CDBG APPLICATIONS CLOSED

CDBG Public Service applications are closed for the 26/27 Program Year. Applications will be reviewed by the Human Relations Council at their Thursday, August 20, 2026 meeting.

2025-2026 CONSOLIDATED ANNUAL PERFORMANCE & EVALUATION REPORT (CAPER) AVAILABLE FOR PUBLIC COMMENT

The CAPER is available for public comment Friday, August 14, 2026 - Tuesday, September 1, 2026.

A public hearing will be held during the Salisbury City Council meeting on Tuesday, September 1, 2026 at 217 South Main Street. 

The report can be reviewed in person at Rowan Public Library at 201 West Fisher Street, Salisbury City Hall at 217 South Main Street, Salisbury City Office Building at 132 North Main Street, and the Salisbury Community Development Corporation (CDC) at 1400 West Bank Street.
