Salisbury Police Department (SPD) Sergeants Brandon Casper, Jeremy Hill and Jennifer Moreau have been promoted to lieutenants, effective Monday, Jan.8.
“It is with much pleasure that I announce the promotions of three qualified candidates to the rank of lieutenant within the Salisbury Police Department,” said Police Chief Patrick “PJ” Smith. “Each candidate who interviewed for the position displayed commendable strengths that provide me with confidence in the department’s succession plan as we grow with our community.”
Casper began his career with the SPD as a patrol officer in 2006. Over the years, he has served in various roles, including patrol sergeant and vice narcotics unit supervisor. In his most recent role as the professional compliance sergeant, Casper oversees the Internal Affairs and Professional Compliance functions of the SPD. His responsibilities were conducting administrative investigations, addressing citizen complaints, and closely monitoring and analyzing critical incidents such as uses of force and vehicle pursuits.
Casper has been recognized with numerous accolades including the 2017 Salisbury Police Veteran Officer of the Year Award, Team Salisbury Bronze Award, and Officer of the Year from both the Salisbury Rotary Club and Lions Club. He holds certifications in Advanced Law Enforcement and Criminal Justice Diversion Investigation from the NC Criminal Justice Education and Training Standards Division, as well as Law Enforcement Leadership Certification from Blue Ridge Community College. Casper has an Associate's Degree in criminal justice from Liberty University and is currently pursuing a Bachelor's Degree in criminal justice at Pfeiffer University, with an anticipated graduation in 2024.
Hill started his law enforcement career in 2011 when he joined SPD as a member of the patrol division assigned to the Baker Team. In 2015, he joined the Special Response Team (SRT). Hill transferred to the criminal investigation division in 2016, focusing on investigating violent crimes. He would return to patrol duties with the Adam team in 2020, where he served as a corporal and acted as a sergeant. In May 2021, he was promoted to the rank of sergeant and currently manages the violent crime unit.
Hill received an Advanced Law Enforcement Certificate from the NC Criminal Justice Education and Training Standards Commission in 2019. He holds a Bachelor of Science in human services with an emphasis in criminal justice from Southwestern Assemblies of God University in Waxahachie, Texas.
Moreau has more than 14 years of experience in law enforcement, beginning her career with SPD in 2009. She currently serves as the patrol sergeant of the Charlie Team. Moreau’s career within the department includes positions such as street crimes unit member, a certified North Carolina gang investigator, and prior roles as patrol and administrative bureau sergeants.
Before pursuing a career in law enforcement, she proudly served in the US Air Force, specializing in aircraft maintenance. Moreau has received distinguished awards, including the Salisbury Police Department Medal of Valor and the Sons of the American Revolution Heroism Medal. She holds a bachelor’s degree in professional aeronautics from Embry Riddle and a degree in criminal justice administration from Columbia Southern University.
