The City of Salisbury is soliciting comments on its draft Consolidated Annual Performance and Evaluation Report (CAPER). The CAPER is an overall review of the housing and community development activities undertaken in by the City of Salisbury towards the Community Development Block Grant (CDBG) Program.
The CDBG funds community needs and proposed solutions in the areas of Housing, Special Needs, Economic Development, and Non-Housing Community Development. The annual CAPER can be reviewed by the public and has a period of public comment. Public comment periods are an opportunity for members of the community to give input on a specific issue that they find important, to let us know we’re headed in the right direction.
Public comment provides useful input and a chance for residents to have their voices heard. This is an easy way for the public to participate in local government decisions if they don’t have time to commit to Boards or Commissions. This City is open to advice and innovations on formulating viable solutions that work for all of Salisbury.
Public Hearing Notice/Public Comment Period
Salisbury City Council will conduct a public hearing on Tuesday, November 17, 2020 during the regularly scheduled City Council meeting, which will be conducted virtually. The purpose of this hearing is to solicit public comments pertaining to the 2019 CAPER prior to its submission to the Department of Housing and Urban Development (HUD). Comments will be accepted during the public hearing and continuously through Thursday, December 17, 2020. Public comments during the hearing must be submitted on or before Tuesday, November 17, 2020 by 5:00 p.m. to KBake@salisburync.gov or by calling (704) 638-5233.
Available for Review
The 2019 CAPER will be available in draft form for review by any interested citizen prior to submission to the U.S. Department of Housing and Urban Development on November 17, 2020 on the City’s website. The draft report will also be available for review at the offices of the Community Planning Services located at 132 N. Main Street.

About the 2019 CDBG CAPER
The CAPER provides a yearly accounting of CDBG and other funds allocated towards the implementation of objectives outlined in the Consolidated Plan. The Consolidated Plan identifies community needs and proposed solutions in the areas of Housing, Special Needs, Economic Development, and Non-Housing Community Development. The City’s CDBG activities were guided by goals which benefitted low income with down payment assistance, owner-occupied rehabilitation, contributions toward ensuring adequate affordable housing, and assistance to selected sub-recipient public service agencies. Areas that benefitted from these investments included the West End and other revitalization areas within the City limits. Each year The City reports on accomplishments and progress toward Consolidated Plan goals in the CAPER.
