This month’s employee spotlight is Souwan Kiengkham, a business partner in the City of Salisbury Human Resources Department. In his role, Souwan manages multiple human resources projects, serves as a human resources liaison to several City departments, and assists with the recruitment, onboarding and training of city employees. He is also a strategic partner in supporting the City’s “Be the Difference” recruitment campaign.

Former offender resource and job fairs complement event
Project Safe Neighborhoods (PSN) once again hosts the “A Mile in Their Shoes” offender re-entry simulation, Wednesday, May 24, 9 a.m. at the West End Plaza, 1935 Jake Alexander Blvd. Human service employees, service providers, second-chance employers, and media are invited to attend the simulation to gain an understanding of the obstacles faced by those individuals transitioning back into their communities from incarceration.
The Salisbury Police Department is investigating a fatal pedestrian hit-and-run in the 500 block of Faith Road that occurred sometime between Saturday, April 29, 9 p.m., and today, Sunday, April 30, 5 a.m. The victim is identified as Victor Gobin, 59.
Phillip Lookadoo, a 20-plus-year development services professional, has been selected to serve as the city of Salisbury’s first land and development services department director. Lookadoo will officially begin his position with Salisbury on Monday, May 15.
The City of Salisbury is making strides in its efforts to address housing through various programs. Salisbury has a long-standing relationship with the Salisbury Community Development Corporation (SCDC), a local non-profit that partners with private, public, and non-profit sectors, together with a local foundation, to create homeownership opportunities for low and moderate-income families in Salisbury and Rowan County.
On Sunday (April 16, 2023) the Salisbury Police Department was dispatched to 1116 Edgedale Drive in reference to a shooting. Officers arrived but were unable to locate anyone injured. Officers were shortly notified that a male subject who was identified as Robert Phillippe (46 years old) had arrived at the Novant Emergency Room with a gunshot wound. Mr. Phillippe was transported to another medical facility with a non-life threatening injury for treatment.
