This month’s employee spotlight is Jay Basinger, a detective and crime scene investigator with the Salisbury Police Department. Jay is a sworn police officer who is always ready to step up and assist wherever needed. As a detective, he investigates a wide range of crime scenes with a focus on major crimes, including homicide, burglary, and sexual assault. Additionally, Jay is a member of the arson task force, where he collaborates with the fire marshal’s office to investigate fire-related incidents.

This month’s employee spotlight is Randy Allman. He has been employed with the Salisbury-Rowan Utilities (SRU) Department for 32 years. In his current role as a distribution and collections systems operations manager, Randy plans, organizes, directs, and manages division activities including the construction, maintenance, and repair of the water distribution and sewer collection systems.
This month’s employee spotlight is Mark Mosher with the Salisbury Public Works Department. His role consists of the maintenance, repair, and upkeep of City buildings and facilities including plumbing, electrical, and carpentry work. Mark has assisted with renovations at City Hall Council Chambers in early 2018 and recent renovations at Miller Recreation Center and City Park Recreation Center.

This month’s employee spotlight is Corporal Thomas Bautista with the Salisbury Police Department (SPD). He works on David Team and assists the sergeant with nightly police operations. Corporal Bautista also performs field supervision of patrol activities, and maintains and ensures SPD’s policies and procedures are followed.
his month’s employee spotlight is Dale Waters, the City of Salisbury Information Technology (IT) Manager. He is responsible for meeting the technology needs of the City of Salisbury by maintaining existing technology and fostering technology growth.
